Dr. Scott Muri

Superintendent of Schools | Ector County ISD

Dr. Scott Muri Dr. Muri is the superintendent of Ector County ISD, a district of 32,000 students located in the Texas Permian Basin. In 2020 and response to COVID, Ector County Independent School District (ECISD) along with the Permian Strategic Partnership (PSP) and Chiefs for Change launched an innovative new partnership with the aerospace company SpaceX to expand Internet capacity in Ector County. Ector County ISD is the first school district in the United States to work with SpaceX in harnessing its Starlink satellite constellation to deliver high-speed, low latency Internet access for ECISD students.

Dr. Muri has served in various leadership roles, including Chief Information Officer, at leading institutions from Spring Branch ISD, Fulton County Schools, and Charlotte-Mecklenburg Schools. His educational experience includes time as an elementary school teacher, a middle school math/science teacher, an instructional technology specialist, and high school work as a dean of students, assistant principal, and principal.

Throughout his career, Dr. Muri has demonstrated a passion and ability for leading change, improving organizational effectiveness, and significantly improving student achievement and closing achievement gaps. With a focus on working cooperatively with all community groups, Dr. Muri creates positive and effective teaching and learning environments.

Dr. Jill Siler

Leader | Author | Speaker

Jill Siler Dr. Jill Siler served as the Superintendent of Gunter ISD for nearly ten years and now serves as the Deputy Executive Director for Professional Learning for the Texas Association of School Administrators (TASA). Jill grew up in Rochester & Buffalo, NY and completed her undergraduate work at the University of Pittsburgh where she was a collegiate swimmer. She was a teacher and coach in Pflugerville ISD and began her administrative career in Marble Falls ISD. In 2004, Jill went to Lake Travis ISD where she served as a campus and district leader for 8 years. During that time, she completed her doctorate at the University of Texas.

Thrive Through the Five In her first months as a superintendent, Jill faced financial crisis along with many other challenges that leadership brings. In 2015, her school board was named a TASA Honor Board as one of the top 5 school boards in the state and one of her campuses was named a 2017 National Blue Ribbon School. Jill served as the Chair of the Future-Ready Superintendent Leadership Network (FRSLN) Design Team where innovative leaders across Texas gather to learn, share and grow together.

Jill has a passion for helping others reach their goals and is the leader of Texas’ Aspiring Superintendent Academy and a frequent speaker at First-Time Superintendent Academy as well as other leadership and education conferences. Her writing can be found on her website, jillmsiler.com where the initial blog inspiring her book, Thrive Through the Five was featured in the November 2019 edition of AASA School Administrator, the national school leadership organization’s publication.

Jill and her husband, William, have been married for 21 years and have two children: Caitlyn (11th Grade) & Caleb (7th Grade).
