Dr. Jenny McGown

Superintendent | Klein ISD

Jenny McGown Dr. Jenny McGown is a positive, student-focused leader who is grateful every day to serve as the superintendent of schools in Klein ISD, a 54,000-student public school district located northwest of Houston. Dr. McGown has spent her entire career in Klein, strengthening the district’s longstanding tradition of excellence and innovation in every role she’s held including successful classroom teacher, campus principal, executive director, chief learning officer, and deputy superintendent before being named Klein ISD’s Superintendent in 2019.

Dr. McGown’s positive influence can be felt throughout the district. She’s played a pivotal role in developing first-in-the-state pathways for students to earn advanced degrees before graduating from high school, including the first-in-the-state Geospatial Engineering and Land Surveying Pathway, and improving overall student performance and outcomes in Academics, the Arts, and Athletics. Under Dr. McGown’s leadership as superintendent, Klein ISD earned a tremendous achievement by being named the Districts of Distinction - National District of the Year for 2021 by District Administration. As the leader of what she calls the “Klein Family”, Dr. McGown has earned the love and respect of students, staff, and the Klein community being known most of all for her genuine care for people and servant-leadership style marked always by strength, gratitude, and grace.

Dr. McGown has numerous leadership accolades, including most recently being recognized as the 2022 Region IV Superintendent of the Year and a State Finalist for Texas Superintendent of the Year (2022). Throughout her career she has been named Teacher of the Year (2004), Houston Business Journal’s Top 40 under 40 Professional across all sectors (2017), the Houston BizWoman Headliner in Education (2018), American Association of University Women (AAUW) Outstanding Woman in Education (2019), Sam Houston State University Distinguished Educator of the Year (2020), Women Who Mean Business award recipient (2021), and a Distinguished Administrator by the Texas Music Educators Association (2021). She has also been nationally recognized as the National School Public Relations Association Top Superintendent to Watch, 1 of only 20 selected across the United States.

Dr. McGown serves on the LEARN Superintendent Advisory Board, Google for Education North America K-12 Advisory Board, the Pearl Fincher Museum of Fine Arts Board, and the Northwest Assistance Ministries Board. In Klein ISD, she serves on the Board of Directors for the Klein Education Foundation and is a member of the Lone Star College Chancellor’s Advisory Council.

Dr. McGown received her Master’s and Doctorate in Education from Sam Houston State University and completed her undergraduate studies at Texas A&M University where she met her best friend and husband of over 20 years, Brian. Together they have two children, both current Klein ISD students since Kindergarten. When not leading the Klein Family, Dr. McGown enjoys serving at her church, traveling, reading and running.

Chip Sikes

Retired Law Enforcement Officer, United States Marine Corps Veteran

Chip Sikes Chip Sikes is a Retired Law Enforcement Officer and United States Marine Corps Veteran with 33 years of Collective Governmental Service. During his professional tenure, he was assigned to Patrol with a specialty detail of being a Field Training Officer. As the Lead for that position, he trained new recruits fresh out of the Academy. The main objective to this position is to shape and develop new graduates into productive solo Officers. When promoted to the Traffic Division as a Motorcycle Officer, Chip was again selected for a specialty as a Vehicular Homicide Detective.

During his career his accomplishments span a wide range of specialties. These assignments are diverse in nature and cover a wide span. Assignments such as: Special Agent with the Alcohol Control Board, a member of the Executions Team, to work as a Plain Clothes / Narcotics Detective investigating Outlaw Bikers & Motorcycle Gangs, a SAU/SWAT Team Member, with the last decade and a half of his tenure, as a Professional Hostage Negotiator, trained by the FBI. While assigned to the SAU / SWAT Team, Chip took great interest in developing an expertise and extensive background in Crisis Intervention & Positive Resolution. His forte’ is in the area of building rapport with citizen(s) experiencing extreme crisis and others who have been diagnosed with cognitive challenges. His training and experience, to include efforts in training others in these specialized areas have saved countless lives and successfully de-escalated numerous volatile incidents, resulting in positive resolutions.

The Courses he’s developed educate, promote and support collaborative efforts creating and sustaining positive, effective interactions with Law Enforcement & Mental Health Care providers during interaction with individuals with Cognitive Disorders, Mental Illness(es), Special Needs and PTS-D. His courses offer education in numerous areas, ie: Violence Recognition Cues, De-escalation Tactics and Resource Information, while striving to reduce the mis-information, stigma and panic that encompass these topics.

Post-Retirement, Chip was once again called upon for his expertise. This time, Castel Rock Entertainment out of Hollywood, California made the call. Castle Rock relies upon a Team of 5 members for unparalleled success in ensuring accuracy in: Action Movies, Safety with Firearms, Individual & Team Executions, Explosives and Hand-to-Hand Combat Tactics. Chip is relied upon for Technical and Research Consultation for realistic replication in their Motion Pictures.

Locally in Arizona, he keeps himself busy as a Civilian Firearms Instructor. Sharing his passion for Situational Awareness, Personal Protection and Family Safety, his courses not only include the knowledge and skills of self-defense, but also shares educational perspectives on the Legal aspects of Lawful and Justifiable uses of Physical Force and Deadly Physical Force, to include offering private and Group CCW Courses.

Through the Eyes of the 1st Responder

During this presentation the listener gets an upfront and personal view from the Responding Officers perspective, to an in-progress, catastrophic Call for Service at a School.

Are the previous efforts of implementing: CPTED, to include, Stringent Building Inspections, Critical Structure Evaluations, In-depth Preparation Conversations, Well-Designed Personnel Emergency Drills, 1st Responder Planning and Walk-throughs, Fortifications with soft-aesthetics, etc, etc, etc. Are these actions truly working the way they were designed? Or are have they been altered for even better use? Or sadly, have they been compromised somehow?

We’ll discuss what’s been successful in the past and is still working. What has a history of working very well, but has unfortunately been phased out? What efforts, ideas or actions need small adjustments to be phenomenal preventative measures... and what is just simply failing us. Where do the strongest and the weakest links exist? And are we at least keeping-up with how fast evil itself thinks and moves.
