Paul Bowers, Reporter, The Post and Courier
Paul Bowers is an education reporter at The Post and Courier, Charleston’s daily newspaper. He was part of a team of journalists that produced “Minimally Adequate,” a 2018 investigation highlighting the persistent failures of South Carolina’s education system, from crumbling school buildings to segregated classrooms to a steady stream of high school graduates who are neither ready for college nor a career. Paul is a father of three living in North Charleston.

Will Anderson, Richland School District Two
Will is the Executive Director of Operations and Logistics for Richland School District Two. He has been with the Richland Two since 2008. Will plans, develops and implements all District operations and support services. He serves as a member of the Superintendent’s Cabinet. He has a B.S. in Geography from the University of South Carolina and his Masters of Public Administration from Clemson University.
Libby Roof, Richland School District Two
Libby is the Chief Communications Officer for Richland School District Two. She has been with the Richland Two since 2014. Mrs. Roof serves as a member of the Superintendent’s Cabinet. Prior to coming to Richland Two, she worked in the communications office in Lexington School District 1. She has her undergraduate degree from Clemson and Masters from University of South Carolina.
Harry Miley, Ph.D., Richland School District Two
Dr. Harry Miley is the Chief Financial Officer for Richland School District Two. He has been with the Richland Two since 2013 and serves as a member of the Superintendent’s Cabinet. Dr. Miley has been involved in state and school finance since his days of working with Governor Campbell and also serving as chair of the SC Board of Economic Advisers.
Robert “BJ” Sturman, Charleston County School District
Robert has a degree in Project Management and served in the US Air Force for 13 years. Currently, he has served Charleston County School District for 6 years as a project officer in which analyzes GIS for facilities planning, contributes to student enrollment projections, manages floor plans for current and new facilities, creates fire evacuation plans and is a registered drone operator.
Jennifer Baez, Charleston County School District
Jennifer has been an educator for 17 years. She has served as a bilingual teacher, instructional specialist, assistant principal in all three levels (elementary, middle and high) and has been an elementary and middle school principal. She is currently working as a Project Manager in the Capital Programs department for Charleston County School District. Jennifer utilizes her background in education with her research skills to provide solutions and innovative approaches in solving district problems both instructional and from the facilities based.

Anthony J. “Tony” Cox, Rock Hill School District, York 3
Tony serves as COO for Rock Hill Schools in Rock Hill, S.C. He has over 14 years of experience as an education executive is built upon a 22-year military career in the US Navy’s Civil Engineer Corps. Tony’s 12 tours of naval duty included managing support services, facilities, construction, environmental and energy programs and projects across the globe.
Tony’s “Caretaker” team of professionals is responsible for operational support to Rock Hill Schools including Facilities, Construction, Transportation, Custodial and Food Services; and through Procurement, Energy, Environmental and Safety and Risk Management Offices.
Tony is a licensed Professional Engineer with registration in NC, SC and FL, and is also a certified Acquisition Professional. He
currently serves as President of the Catawba Chapter of the South Carolina Society of Professional Engineers. He is a member of the South Carolina Association of School Business Officials, South Carolina Association of School Administrators and the Rock Hill Chamber of Commerce.

Jimmy offers 29 years of professional architectural practice. The majority of his career has been dedicated to K-12 design and
construction with involvement in over 60 K-12 school projects in SC and NC. Jimmy strives to provide students with the best opportunity to learn through the help of well-designed learning environments.
Laura McLeod, LS3P
Laura is an Associate Principal with LS3P ASSOCIATES LTD. and has been with the firm since 2005. She has a passion for
creating learning environments that enhance student performance and well-being. Designing to combine curriculum with advanced technology creates highly sustainable, flexible learning environments to support 21st Century Education. She has been the design leader for three 21st Century DoDEA schools in the southeast; all of which are designed to be high performance.

Ray Ramos, Raymond Engineering
Ray is a registered Professional Engineer in Georgia, North Carolina, South Carolina, Virginia, and Florida and a Registered Roof Consultant (RRC). He has served as president of Raymond Engineering since its inception in 1992. He gained extensive program and project management experience before deciding to start his own company. Ray has successfully managed projects ranging from $1,000 requiring minimal management to major time critical construction projects which require coordination with multiple contractors and team members, exceeding $20+M in construction fees. Under his leadership, Ray has been involved with the development of clients in the federal, state, and local government arenas, as well as, school systems and higher education, commercial, industrial, and retail clients. Ray has over 40 years of experience in engineering which includes roofing and waterproofing/building envelope designs, surveys, inspections, QA, value engineering, construction management, testing and litigation/expert witness support. He has extensive experience with projects including aircraft maintenance facilities/hangars, administrative offices, medical facilities, courthouses, manufacturing facilities, industrial facilities, powerhouses and historic preservation projects.

Brian is Principal in Charge for Timmons Group's Charlotte and Greensboro offices. He has almost two decades of
experience providing civil site design and planning services for public and private clients. Brian’s site design experience includes higher education facilities, K-12 schools, public safety buildings, retail centers, hotels, financial institutions, office and industrial buildings, single and multi-family communities.

James has over 25 years of design and construction administration experience in K-12 educational facilities, higher education projects and sustainable residential. James is passionate about environmental considerations in architecture and serves as the energy positive program manager for Firstfloor Energy Positive. James is also the onsite representative and works with District, school staff and other interested local government entities on our energy positive projects.
David Cupolo, Ed.S., St. James Intermediate School
David is in his 13th year as a principal. Currently, he is principal of St. James Intermediate School (SJIS) which is a new state of the art building, with an open collaborative learning design to allow for students to work on 21st-century skills. SJIS received an SC school report card rating of Excellent in its first year. His goal as an instructional leader is to provide students with experiences that foster 21st-century skills while teaching the rigorous curriculum.

Carol Crutchfield, Beaufort County School District – Facilities Planning
Carol has over 19 years’ experience in comprehensive school planning, examining the interplay of school facilities,
instructional programming, and student demographics, while working with over 20 school districts in the southeast developing capital improvement and phased student assignment planning including opening new schools and consolidating older ones. She coordinated furniture planning for 8 new schools with the Beaufort Co. School District (SC). She developed one of the first Facilities Management GIS for K12 environments.

Hayley Bowers, M.B. Kahn Construction
Hayley worked for an Architect/Engineering firm for 8 years prior to entering the "construction side" over 12 years ago. She has presented at 50 school career days and leads her firm's student internship program. Hayley has been featured in The State’s “Top 20 under 40” business professionals and holds a degree in English / Communications from Columbia College. She served for 2 years as the Chair of Lexington School District One's Educational Foundation and has assisted with many Districts' efforts. Hayley, her husband and teenage son enjoy college sports, grilling / BBQ, Disney World, and anything Star Wars related.
Joel Carter, AIA, Jumper Carter Sease Architects
Joel has been a licensed Architect in South Carolina since 1990. He has over 26 years of architectural experience in design, construction documents and job observation on all types of academic facilities; as well as managing partner for operations. A Clemson graduate, Joel has served as a Trustee on the Clemson Advancement Foundation for Design + Building Board.
Chuck Saylors, REFP, M.B. Kahn Construction
Community service is a key part of Chuck’s life. First elected to the School Board in 2002, his desire to serve education started years earlier when his first child, now 30, was in the 1st grade. Since that time, he has worked to improve educational opportunities for all children. In 2009 he was installed as the first male to serve as National President for the PTA. In its 112 year history, no Dad had served in this role; and because of that fact, Chuck was the topic of a question on “Who Wants to be a Millionaire?.”
Christine Hilt, SLA, PLA, LEED AP, CLH Design, P.A.
Christine has designed 325 school sites for 40 school systems across North Carolina. She is also
responsible for site selection studies for multiple school systems, a multitude of which include evaluating brownfield and adaptive reuse
sites. She is a staunch proponent of site-specific, project-based learning and has won numerous awards for her environmental
education designs and outdoor play and learning environments.
