Description:  The Assistant Program Officer – Project Forecasting and Scheduling within the Division of Program Operations is responsible, under the direction of the Program Operations Manager, to work with Program Directors, Program Officers and Project Controls Staff to maintain monthly project forecasts to ensure management of SDA capital projects within approved budgets. Additionally the Assistant Program Office is responsible to assist in supporting the schedule control function including development, review and analysis of milestone project schedules to ensure delivery of projects within established timeframes. Residency in New Jersey is a requirement for consideration for this position. Essential Duties and Responsibilities Responsible for the management of the NJSDA Monthly Project Forecasting Process including: 1. Oversee the monthly updating of Project Cost Reports with the data provided by NJSDA project management staff to provide the Authority with an updated forecast for all Capital Construction Projects. 2. Review of Project Cost Reports and consolidated cost reports to determine major variance areas. Research variances with appropriate staff to provide explanations for deviation from either the Capital Construction Plan or prior forecasts. 3. Review of updated Project Cost Reports for reasonableness and accuracy. Raise questions where appropriate to ensure that the forecast is complete and accurate. 4. Assist in the creation of monthly senior-level reports based on the data retrieved during the Project Cost Report re-forecasting effort for presentation to Sr. Management, Audit Committee and Board of the Authority. 5. Ad hoc duties as assigned. 2. Assist in the NJSDA’s schedule management process including: 1. Attend meeting with Project Teams and NJSDA Design Studio to review and update project milestone schedules maintained in the Oracle P6 scheduling tool 2. Assist the Program Scheduler in the development and maintenance of template schedules for various project delivery methodologies. 3. Assist in the development of management reporting of project schedule activity to enhance management’s ability to track project activity and identify areas of concern in a timely and effective manner. 4. Ad hoc duties as assigned. Required Skills and Abilities 1. Outstanding written, communication, analytical and problem solving skills. 2. Strong interpersonal and collaboration skills to foster a positive work environment with internal partners. 3. Demonstrated ability to work in a deadline-driven, fast paced environment while collaborating with professional staff, both individually and as a team. 4. Demonstrated ability to work with and develop complex Microsoft Excel documents, including the ability to utilize advanced Excel Functions and Formulas. 5. Demonstrated ability to work in Oracle P6, including the ability to create and update project schedules. 6. Proficient in other Microsoft Office products (Word, Access, etc.) Required Education and Experience 1. Bachelors’ Degree in Construction Management, Engineering, Architecture, Finance, Planning or other related field or equivalent relevant experience. 2. Two years experience with all aspects of project scheduling and its application utilizing Oracle P6. 3. Experience in the development and management of project budgets and forecasts. 4. Basic knowledge in all aspects of general design and construction. 5. Knowledge or familiarity with software applications to manage projects such as Primavera Expedition.
